A Senior-level Installation Planner position is available with Colorado State University’s (CSU) Center for Environmental Management of Military Lands (CEMML). The Installation Planner will provide strategic-level planning and technical support to senior-level officials in the Department of the Air Force (DAF), Air National Guard (ANG), the National Guard Bureau (NGB), and Pentagon. The position is in-person, located at the Pentagon, VA and Joint Base Andrews, MD. It will require travel to other military installations and locations as needed. Telework may be authorized intermittently.
The Installation Planner will support the execution of the DAF Strategic Basing Program by developing, coordinating, and maintaining Strategic Basing Program governance and programmatic documents (e.g., Air Force Instructions [AFIs], policies, etc.), action plan recommendations, task and inquiry responses, and issue resolution action plans. They will provide detailed updates to leadership and interested parties by participating in meetings or forums and presenting associated meeting materials. They will prepare staff packages (e.g., staff summary sheets, presentations, spreadsheets, correspondence, congressional responses, background papers, talking papers, and white papers) for Senior Executive Service or General Officer, and Presidential Appointee-level audience.
The Installation Planner will support the Strategic Basing process by advising and assisting in training staff on the Base Realignment and Closure (BRAC) process, performing military value and capacity analyses, and preparing cost/savings estimates with Office of the Secretary of Defense (OSD)-approved modeling systems. They will manage governance battle rhythm to include distribution lists, meeting invites, conference room reservations, compliance review of slide decks, and meeting facilitation for leadership prep sessions and primary meetings held on a weekly basis. They will maintain the extensive records repository for all basing actions and division information generated in compliance with AFI 33-322, Records Management and Information Governance Program, along with internal Division standard operating procedures. They will develop Courses of Actions through use of analytical tools, supporting facts, and estimates, to provide recommendations on strategic basing actions.
The successful candidate will have detailed working knowledge of the ANG and NGB corporate structures. They will also have a thorough understanding of National Environmental Policy Act (NEPA) requirements for federal actions such as basing, or unit conversions actions as highlighted in DAFI 10-503. They will respond to queries and requests regarding strategic basing actions from the OSD, Joint Staff, other Service staff(s), DAF directorate(s), MAJCOM, Center(s), and other government office, agencies, and other SAF/IE programs. Thus, possessing strong coordination and organizational skills is critical.
Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.
Required Qualifications:
• Bachelor’s Degree.
• At least 5 years’ experience or familiarity with planning, programming, design, or construction projects related to the DoD mission.
• Military Headquarters and Command-level experience.
• Demonstrated experience with ANG, NGB, and DoD Community Partnership programs, as they relate to Installation Planning and Strategic Basing.
• Ability to obtain secret level security clearance.
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
