Partners of the Americas (POA) is currently seeking a Monitoring and Evaluation Consultant to support proposal development on multiple U.S. Government proposals. The position may be based in Washington, D.C. or remote/virtual. The Monitoring and Evaluation Consultant will be responsible for writing M&E and logical framework sections on assigned proposals.
Duties and Responsibilities:
Review assigned solicitations and ensure responsiveness to all solicitation requirements regarding M&E;
For solicitations in which POA is the incumbent, collaborate with technical staff in advance of solicitations to understand the program and anticipate donor requests regarding M&E;
Conduct meetings with senior executives and program team members to better understand their requirements and expectations;
Write all M&E and logical framework sections on assigned proposals within the schedule established by POA, address feedback, and provide inputs for the reviews of each color draft;
Work with the technical team to set beneficiary and other targets, including the identification of relevant indicators and the creation of custom indicators, for the proposal;
Develop a reliable M&E Framework that may include:
M&E themes
Goals and objectives
Methods of achieving objectives
Measurement and assessment of outcomes
M&E activities to be conducted per project
Timelines & ownership associated with M&E activities
Tools required to activate the framework
Budget required
Any other requirements placed by the donor
Define the structure, data collection frequency, and data collection methodology for the M&E framework indicators;
Coordinate activities with the technical team and writers to ensure M&E is fully integrated throughout the proposal.
Key Qualifications:
Minimum of six (6) years of relevant, progressively responsible experience is required;
Proven track record with international program evaluation design, data collection, management, and analysis;
Knowledge of program monitoring and evaluation frameworks;
Understanding of current M&E trends, data collection, management, and analysis systems and technologies in a development organization;
Sector and technical experience in higher education student/faculty exchanges or in international exchange in general is a plus;
Able to work effectively in a diverse team environment;
Self-motivated, able to work without close supervision;
Advanced verbal and written communication skills in English is required, knowledge of Spanish and/or Portuguese is a plus;
Excellent time management and organizational skills;
Ability to handle pressure and meet deadlines;
Advanced skills in Microsoft Office and project management planning tools;
Master’s degree, or higher, in economics, business administration, statistics, social sciences, or a related field, is required, and;
Technical familiarity with USAID and Department of State evaluation methods and standards is required.
Candidates with experience in pertinent non-profit, NGO, and implementing organizations are preferred.
