Bi-Bett Corporation is a California non-profit engaged for the past 50 years in the treatment and recovery of adults with primary substance use and co-occurring disorders alcohol or other drug problems. Originally based in Contra Costa County, Bi-Bett now operates residential and outpatient programs in Alameda and Solano Counties, as well as Recovery Residences and DUI Programs.  Bi-Bett Headquarters are located in Walnut Creek, CA

Position Summary

The Human Resource Director will serve as a strategic support to leadership and employees of Bi-Bett programs in three Bay Area counties. The Director will assess and anticipate HR related needs, develop, and manage the delivery of value-added service that align with the initiatives of Bi-Bett.

Reporting to the CEO, the Director will work with the Executive team to establish and maintain an understanding of sound organizational business practices while building trusted, effective, and productive working relationships. The Director will be responsible for developing job descriptions, support with recruiting and forecasting, on-boarding, talent development, success planning and talent acquisition.

The position requires a strong background evaluating, modifying, and implementing processes and systems that align with state and federal employment requirements and service delivery relative to organizational objectives. Must be skilled with identifying short and long-term opportunities that can optimize the employee experience.

The ideal candidate will build accountability through recognition, reward, and performance feedback on a regular basis. Identify and facilitate employee development opportunities. They will manage and disseminate training tools, in order to ensure employees are in compliance with certification requirements.

The position will develop and interpret HR specific policies, guidelines, and processes across the organization, and they will provide consultation for program leadership on policy application and best practices.

The Director will recognize potential employee relations issues in a proactive manner. Manage and resolve complex and sensitive cases through objective and thorough fact-finding investigations. Execute resolution strategies and corrective action plans that are within legal guidelines and that meet organizational compliance standards.

Provide education, training and development guidance to management and employees. This includes analysis of employee engagement surveys and other measurement tools, coaching program management on leadership performance and practices, facilitating discussions and action planning for learning, organizational development, and talent management, as well as career development, and succession planning.

The position leads and managers the hiring process, which includes job description development and recruiting. Coordination with hiring staff will require collaboration with onboarding and new hire orientation. Primary support includes processing terminations.

Presents reports measuring performance as it pertains to the HR function, including turn-over statistics and by program, employee engagement. Leads the development of employee retention strategies and presents plans for execution.

Holds responsibility and leads projects which enhance the efficiency of HR-related workflow through digital platforms, computer programs, software, and IT deployment.

EXPERIENCE AND RESPONSIBILITIES

Ensures ongoing compliance across the organization with federal, state, and local employment and wage and hour laws, including bi-annual training requirements
Coordinate the day-to-day HR functions with all Bi-Bett service locations and sites located in Contra Costa County, Alameda County and Solano County
Visit programs to demonstrate corporate presence and bolster employee engagement
Responsible for talent acquisition and onboarding activities and requirements
Well versed with Fair Labor Standards Act/FLSA, and Family and Medical Leave Act/FLMA compliance
Must possess strong written communication skills and the ability to create/write policies and procedures, update company employee handbook as needed
Provide coaching and training to managers as needed to enable them to effectively lead and manage their teams within the requirements of federal, state and local law
Partner with executive leadership and middle managers to strategically and creatively employ the HR function to further the goals and objectives of Bi-Bett and its various departments, including but not limited to administering the performance and development management process
Spearhead and participate as an active member of the Bi-Bett Safety Committee and monitor safety programs and Worker’s Compensation benefits
Oversee, administer, and communicate Bi-Bett benefits for eligible staff
Oversee and ensure compliance with Workers’ Compensation requirements. Train staff as necessary
Other duties as assigned by supervisor
Conduct and lead the employee orientation and onboarding process
Keep immediate supervisor promptly and fully informed of all problems or unusual matters of significance coming to his/her attention. Manages, educates, and informs management regarding corrective action plans
Updates, and submits all reporting requirements timely and accurately as assigned
May be required to prepare annual budget forecasts for the Human Resource department by analyzing and estimating past and future costs using mathematical calculations
Maintain all personnel records and Human Resources files ensuring confidentiality where necessary
Compose written correspondence for Human Resource Department to include correspondence, such as formal employee communication and announcing policy revisions
Ability to deal effectively with all employees and employee representatives, some of whom will require high levels of patience, tact, and diplomacy to diffuse anger and collect accurate information and resolve conflicts
Must have the ability to read, listen, and communicate effectively both verbally and in writing to prepare official memorandum and correspondence as well as provide clear and meaningful instructions, guidance, and counseling to all employees
Thorough knowledge of Human Resources practices and procedures as well as considerable knowledge of State and Federal laws and regulations pertaining to Human Resources matters
Basic mathematical skills to perform moderately complex calculations for salary and benefit administration and to forecast departmental expense using a calculator or computer system
Ability to type 50 words per minute to prepare correspondence and meet deadlines
Ability to stand, walk and/or sit and continuously perform essential job functions
Visual ability to observe employees in the workplace, analyze operations and detect situations of concern regarding such matters as employee performance, grooming, training, policy adherence and morale
Ability to think logically and make decisions

EDUCATION AND SKILL REQUIREMENTS

Experience with Paycom or other payroll processing software

HRIS implementation experience and strong computer skills

Required proficiency in MS Word, Excel, and Outlook

Excellent organizational, leadership and outstanding communication, and interpersonal skills

Excellent knowledge of employment legislation and regulations

Thorough knowledge of human resource management principles and best practices

Bachelor’s in Business Administration or Bachelor’s in Human Resource Management, or related fields.

Human Resource certifications strongly preferred, such as (SHRM-CP, SPHR or SHRM-SCP, APTD, PHRca)
