This position performs responsible professional and administrative work involving the development and administration of grant programs including but not limited to Community Development Block Grant (CDBG)/HOME program and other related grant funded projects/programs, including such areas as grant planning, program development and administration, reporting, financial management, and expenditure tracking using applicable software; performs work in the development of analysis and recommendations regarding current physical, social and economic projects, and allied phases of the Consolidated Housing and Community Development Plan for the City; does related work as required. Work is performed under the regular supervision of the Director of Community Solutions.

The preferred hiring amount is between $48,607.26 to $67,243.45 annually. Starting offer is based on applicable education, experience, and internal equity. Minimum Qualifications: 



Requires a minimum of two (2) years of experience in planning or in federal and state grants, including experience in planning and program administration, CDBG/HOME, and/or Consolidated Housing and Community Development Plan work.

Any combination of education and experience equivalent to graduation form an accredited college or university with major work in planning, public administration, finance, public policy, or closely related field. (Minimally, a High School diploma or GED equivalency plus additional relevant work experience required).



 Preferred Qualifications:



Preference for previous experience soliciting and managing federal and state grant programs and federal program compliance such as: Community Development Block Grant (CDBG)/HOME planning and administration, Section 3, Davis-Bacon Act, and NEPA (National Environmental Policy Act) is preferred.

A Master’s Degree in related field is preferred.

Grant Writing or Grant Management Certification a plus.

Valid Virginia driver’s license by employment start date preferred.
