Position Summary:
The Center for Environmental Management of Military Lands (CEMML) is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. This position is located at Joint Base Pearl Harbor-Hickam, Hawaii, and will support Pacific Air Force Staff. Part-time telework is possible.
This position will:
Provide Environmental Planning Function (EPF) for Pacific Air Forces (PACAF). Coordinate Environmental Impact Analysis Process (EIAP)/National Environmental Protection Act (NEPA)/Environmental Baseline Surveys (EBS) requirements and identify, communicate, and coordinate them with Major Commands (MAJCOMs)/proponents.
Assist federal officials by assuring EPF requirements are reflected in Planning, Programming, Budgeting, and Execution.
Facilitate stakeholder/community input.
Communicate and advocate for PACAF mission requirements across PACAF, and DoD and non-DoD agencies and departments, and local and host nation governments.
Support preparation and/or execution of Environmental Impact Statements (EISs), Environmental Assessment (EAs), EAs of special concern, Environmental Studies (ESs), Environmental Reviews (ERs) and “in-house” developed EAs.
Conducts timely scoping of environmental planning activities for PACAF / Department of Air Force (DAF) directed initiatives developing a description of Proposed Action and Alternatives (DOPAA) and other EIAP/NEPA/EBS documentation.
Facilitate signature process for EIAP related issues and documents within the MAJCOM, as required by DAF policy.
Obtains MAJCOM decisions and guidance for framing and implementing proposed actions and coordinating final concurrence on DOPAA scope and leadership direction when changes are required/approved by PACAF.
Provide EIAP status updates on actions in support of DAF leadership.
Support leadership briefs and information requests to stakeholders as required.
Coordinate and support PACAF environmental staff with PMO requirements and facilitate communication between other services and agencies, and local and host nation governments.
Submit NEPA requirements for centralized funding during annual data call as appropriate, and programs projects in the appropriate systems.

Required Qualifications:
• Bachelor’s Degree in environmental discipline (Environmental Science, Physical Science, Engineering, Environmental Policy/Planning).
• At least 5 years’ experience with National Environmental Policy Act (NEPA).
Directly managed at least 3 NEPA actions.
• In addition to NEPA, applicable experience working with federal environmental regulations and legislation.
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position
