The Recruiter – Talent Acquisition Specialist serves as a professional consultant regarding the City recruitment platform, and provides full recruitment life cycle support to assigned Departments. This position is also responsible for duties which include, but are not limited to, creating strategies to attract and retain talent, increase the City outreach efforts in support of Diversity, Equity, Inclusion, Belonging and Accessibility (DEIBA) initiatives; assisting Human Resources Management in further developing the City’s overall recruitment brand; and as needed performing classification specification updates and conducting market study compensation reviews for classifications. Position reports to the Deputy Human Resources Director.

The preferred hiring amount is between $48,607.26 to $60,715.20 annually. Starting offer is based on applicable education, experience, and internal equity. Minimum Qualifications:



Associate’s degree, typically in Human Resources or a relevant field from an appropriately accredited institution plus 1 year of experience; OR 2 years of progressive experience in Human Resources; OR equivalent combination or education and experience.

Experience implementing proactive sourcing strategies utilizing a variety of platforms and recruiting tools to reach and engage with diverse talent pools.



*Experience as a hiring manager, responsible for recruiting and selecting candidates directly for a team may substitute for one (1) year of the required experience noted above.

*May have a combination of experience, education, and training that would substitute for the above requirements.







 Special Requirements and License(s):



Must possess a valid Virginia state driver’s license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier; OR must be able to provide own transportation to and from job, meetings, and related job sites.

Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.

Must pass a background investigation (including fingerprints), credit and reference checks are required.

Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

Verification of identity and United States work authorization must be completed as required by the Immigration Reform and Control Act.



Preferred Qualifications:



Experience using NEOGOV as a recruiting platform.

Experience sourcing candidates using social media, LinkedIn, etc.

Experience working independently at job fairs and recruitment events.
